I don%26#039;t mean to offend, but to be entirely honest if you have to come to a place like Yahoo! Answers to ask about creating such a thing, it is probably outside your current abilities. You could start learning web software development as it relates to such things - you will need to fully master at least one server-side programming language such as PHP or ASP.NET, be very well-versed in JavaScript application development, and probably database development like MySQL or SQL Server. But, it would probably be easier, more cost-efficient and timely to hire someone who already has all that experience to create it for you.

You can create your own templates with a basic knowledge of css and php, and there are loads free 3rd party extensions for it and an extremely helpful user community.
