If you want cheap, select those just starting their business. I suggest you put your request in sites such as Guru.com and elance.com and watch as web designers bid lower to get your job.
Or you can go to Yahoo Stores or some other ecommerce turnkey providers.

Other Replys:i have used http://ipowerweb.net to build websites with the templates they have. it is inexpensive and the sites look good and work well. you could build a nice site by yourself and update it as much as you need to.
